Power Outage Rescue Quest Guide
Once you've progressed through enough of the story, unlock the Fully Charged outfit for one Whimstar in the Heart of Infinity
To craft Fully Charged, you will need the following items:

Have Fully Charged equipped so that you can use its repair ability. As mentioned above, you can do this as soon as you reach the Power Outage Rescue main quest.
Approach a damaged object and press the ability button. Items that can be repaired will be highlighted in green when the repair ability is active.
Rotate the black squares so that the wires connect and light up the circles on the panel.
