Whispers on the Terrace is a Random Quest that can be picked up in Version 1.0. It is not locked behind any other quests.
Teleport to the Stylist's Guild via a Warp Spire then head to the back of the building. From there, jump onto a series of objects like umbrellas and crates to get onto the roof.
Drop down onto the terrace at the front of the building. You will find a sleeping Faewish Sprite here.
Use Purification from the Wind of Purity outfit on the Faewish Sprite. This will wake them up and complete the quest.
