The Apartment 201 Key can be used to unlock Room 201 on the southwest end of the 2nd floor of Wood Side Apartments.

Door to Blue Creek Apartments

Going inside Room 201 and inspecting the paper on the table will trigger a cutscene and unlock the red door that gives you access to Blue Creek Apartments.

Note that going through the red door will also be a point of no return.
