Phenoros can be found in the Volcano Heart in Flare Pool, which you access by passing through the Thermal Siphon. In the first phase of Phenoros' boss fight, you have to ride Vi-O-La to pursue Phenoros around the lava.

Phenoros swims around the lava and exposes its blue internal membranes whenever its body resurfaces. Hover beside Phenoros and lock onto the membranes to shoot them with Vi-O-La's charged disk attack. Shoot all membranes to trigger Phenoros' second phase.
In its second phase, Phenoros will destroy Vi-O-La, forcing you to resort back to Samus' ranged attacks. Shoot Phenoros' blue head spots to reveal its tongue, then shoot the tongue to deplete its HP. Shooting the spots will incapacitate Phenoros for a short time.
In its second phase, Phenoros performs a fast lunge attack that traps you in its jaws. Dash out of the way to quickly evade its lunge. If caught, mash the A button to break free from Phenoros.
Lava Beam
---
Phenoros will fire a lava beam at the center of the platform. Dodge or dash away from the beam to get away from it.
Horizontal Lava Beam
Phenoros will fire a lava beam spanning the entire platform. Use Morph Ball to duck under it.
Flaming Orbs
Phenoros will fire a series of flaming orbs that home in on you. Use Ice Shot to destroy them before they make contact.
Blue Orbs
At half HP, Phenoros' head spots in its side flaps will begin to fire blue orb projectiles. Stay out of the way and shoot the spots to stop its volley. Seize the opportunity to shoot Phenoros' tongue after a spot is destroyed.
Toward the end of the fight, Phenoros will collapse despite its HP bar not being fully depleted. To finish it off, use Control Beam to enter Phenoros' mouth and destroy its core deep within its body.
If you stand around for too long, Phenoros will wake up and you will have to deplete its remaining HP to finally defeat it.
