Xelios is found past the Tower 3 Save Station in the Volt Forge. Pass through a room and hop down the platforms in a vertical chamber to reach Xelios' boss arena.

Xelios shields its purple core with protective panels, but you can shoot the core through the exposed gaps. You can also destroy the blue-lit panels to shoot the core and deplete Xelios' HP more quickly.

When trapped by Xelios in its explosive net, use your Morph Ball ability to detonate a bomb and escape.
Xelios expels multiple projectiles preventing you from nearing it. You can dodge out of the way to evade them or shoot them to get rid of them. After depleting half of its HP, Xelios will combine projectiles with lasers, so steer clear of them when Xelios closes in on you.
One of Xelios' attacks is a massive electric burst it can shoot at you in quick succession. Strafing is too slow to evade this attack, so dash to the side to dodge it more effectively.
After depleting half of its HP, Xelios will employ a similar attack with electric slashes you also need to dash away from.
In this attack, Xelios will hover toward you and cast a yellow barrier. Leave the barrier before Xelios causes it to explode. Note that Xelios can perform a follow-up attack using the same move.
Xelios will merge with the ground and cause a blue shockwave to pulsate throughout the arena. Simply jump over the wave to evade it.
