1. Thaw the Frozen Bomb Slot
To start the Generator Turbine puzzle, locate the frozen Bomb Slot at the bottom of the raised central platform and use the Fire Shot to melt the ice encasing it.
2. Attach the Slot Connector
Then, on the opposite side of the platform, you will find a Slot Connector. Using the Psychic Lasso, move the Bomb Slot to be under the connector, then drag the connector down using the Lasso.
3. Start Up the Generator
Once the two devices are connected, hop into the Bomb Slot with the Morph Ball and drop a Psychic Bomb in it to turn on the generator controls.
Now head back to the top of the raised platform and interact with the control terminal here to get the rest of the generator online and ready for re-activation.
4. Activate the Turbine Fans
A target in the middle of the first fan will appear after a short cutscene. Use the Control Beam to hit the target, allowing the first fan to move again.
Second Fan Target
You will also have to use the Control Beam to hit a second target to activate the next fan, located in the lower-left part of the wind tunnel.
Third Fan Target
The last target you need to hit with the Control Beam will be at the bottom right, near the back of the turbine tunnel. Activating all 3 fans will complete the puzzle and reactivate the whole turbine.

The Generator Turbine Puzzle is located in the Power Station room of the Ice Belt area, and is required for story progression. You reach this area by completing two TK Code Puzzles in the Ice Belt.
