Vi-O-La is first seen at the top floor of Tower 1 when you initially explore Volt Forge. Samus' encounter with it is part of the story, as unlocking the second and third towers require you to ride it to cross the long bridges of the area.
Volt Forge Walkthrough and Guide

Upon first interacting with Vi-O-La, Samus will be unable to activate it. You must receive the Vi-O-La suit upgrade found at the base of the pedestal to gain access to the bike and ride it.

To summon Vi-O-La, press the + Button on the Right Joy-Con or Pro Controller. Alternatively, press the button to dismount from the bike and return to first person mode.
Do note that you can only call Vi-O-La in certain areas where it can be used. Tight areas and portions of the different biomes do not allow for Vi-O-La to be summoned.
Vi-O-La has the ability to fire up to 5 homing projectiles onto enemies. This can be used to target flying creatures of Viewros in the vast desert that is Sol Valley.
You can boost Vi-O-La's speed using the B button. Accelerate to gain momentum and get to large areas quickly.

Vi-O-La is a new technologically advanced bike that Samus can use to explore Viewros.
It is first discovered in Volt Forge at the top floor of Tower 1 and is pivotal to exploring the remainder of the area by allowing Samus to traverse the long and thunderous bridges that connect the different towers of the facility.
Volt Forge is a technological facility that spans across a large area with its multiple tower structures. Vi-O-La stands as a key to these towers, allowing Samus to unlock access points in the facility.

Vi-O-La can be ridden by Samus to cross the vast lands of Sol Valley quickly, letting her reach the different biomes of Viewros while protecting her from the harsh environment.
Samus can attack with Vi-O-La to kill the different wildlife out to get her in the desert.

While exploring Sol Valley, you will encounter green crystals scattered across the area. Destroying them rewards you with ores that are required to unlock the final boss of the game.
Use Vi-O-La to make farming the material a lot easier and make sure to collect them once you see them while exploring the area!
