There are three types of locations that Furniture can be delivered to – your home inside of the second floor of the Rigbarth Outpost, each of your individual Dragons, and Studio Palmo itself. There is also a Storage Area beside the Bulletin Board outside Rigbarth Outpost – this area is meant for rewards from completed requests, and cannot be used as a place for Furniture.
When denied by the two clerks at Palmo's when buying furniture, check these Storage Areas of each of these locations and make sure that there aren't any furniture on them. To move them, simply interact and select the "Pick it Up" option and move it out of the square space. Buying furniture again from Palmo's will now be possible with these pieces of furniture out of the way.
When starting a new game, players may find some difficulty in figuring out why Palmo's won't sell you any furniture, particularly since no furniture has been bought at this point in the game. What players may not realize, however, is that upon gaining access to your room at Rigbarth Outpost, there will be a Wardrobe already on your Storage Area in your room.
To buy Furniture for your room, simply move this Wardrobe to a different location in your room to have any furniture you buy from Palmo's delivered to the outpost.
Most if not all possible furniture that can be bought in-game is obtained from one source: Studio Palmo. Each furniture has unique costs attributed to them, which players must have beforehand in order to buy the furniture. These costs come in the form of either Gold, Material Stone, Lumber, or a combination of all three resources for specific item pieces.

Other pieces of furniture require players to first obtain Licenses from Eliza in Rigbarth Outpost. These Licenses give players the "right" to buy certain pieces of furniture from Studio Palmo.
These furniture that require Licenses are typically Workbenches that allow players to craft or cook items, or modify their gear such as Cooking Tables, Frying Pans, Crafting Tables, and Forges.

During the early portions of the game, upon interacting with Palmo, players will get a free Cooking Table. This free cooking table, once Palmo is done making it, will be stored at the Storage Area in Studio Palmo.
Players can simply carry this table from the shop all the way back to their preferred location. There is also a request from Ryker that players can do early on in the game that will give them a free Storage Box.
