You encounter Sylux for the second time when you return to the Volt Forge later in the game. After taking the Thunder Chip in the Tower 1 Power Core, Sylux will appear and initiate his second boss fight.

When Sylux flies up and charges up an attack, he will slam down and covers the entire floor with electricity. Avoid touching the floor by swinging on the hooks with Psychic Grapple until the electricity disappears.
Psychic Grapple Effects and How to Unlock
In the arena, there are two wall nodes you can stick to when Sylux covers the floor with electricity. Take this opportunity to shoot Sylux whenever he performs this move.
When Sylux summons a volley of homing projectiles, you can shoot them to eliminate them immediately. Otherwise, you can hide behind the pillars in the arena.
Sylux will raise his arm cannon and lunge at you to perform a melee combo. Simply dodge out of the way to avoid being hit.
