Rerolling an account lets you get the Standard 5-Star character of your choice in Destiny: Rising. See a guide on how to reroll, and if it is worth to reroll your account or not, here.

First, start a new Guest account for fresh save. This way, you don't have to bind the save to an account to just yet, and you don't have to worry about a save being attached to one of your third-party accounts or emails just yet.

Progress through the first chapter, specifically to around 1-1, to start pulling. You’ll gain access to the gacha banners after meeting Kabr. By this point, you should have enough Bon Voyage Charms and Lumia Leaves to make 30 pulls.
How to Get and Farm Lumia Leaves Fast

Before summoning for new Lightbearers, make sure to claim any pre-registration or pre-order rewards to get extra items for pulling. You can find these in the in-game mail menu, which is found in the bottom right option of the left side of the main menu.

Once you’re ready, start pulling from the permanent banner and hope for the best. You only need 30 pulls to get any of the featured characters! If you don’t get the character you want, go back to the main menu and select Account Deletion to repeat the process.
If you got the character that you want, then you can head back to the main menu and bind your account so that you can keep your progress safe and continue playing the game.

Rerolling in Destiny: Rising is worth it since the first standard 5-Star character that you get is guaranteed after 30 pulls. This makes rerolling a very fast process compared to other games, as long as you can complete the initial story missions quickly.
Other than limited banners, which uses its own currency, the permanent banner only has Jolder, Tan-2, or Ning Fei. Since there are only three possible characters to get, there's a much higher 33% chance to get the character you want, when compared to other gacha games.

Tan-2 |
・ Can flexibly swap between supporting and dealing damage. ・The power of Snipers are depedant on the skill of the player. ・Uncoordinated teams might not take advantage of his abilities. |
If you're rerolling for a strong PvP character, it's recommended to pull for Ning Fei. This is because his kit makes him extremely evasive and hard to kill, plus he can use an Exotic crossbow called Mahamayuri which is one of, if not, the best gun in PvP game modes.

・ Has powerful heals and buffs that help with taking down tough bosses. ・Can also deal a ton of damage with his precise Sniper shots. ・Only slightly worse than Jolder, but there are other good Supports that can be used instead of Tan-2. |
Ning Fei |
・DPS character with tons of movement skills making him hard to kill and track. ・Newer players might have a hard time maneuvering with him. |
If you're rerolling for a strong PvE character, it's recommended to pull for either Jolder on Tan-2. Jolder is a Defense character that can protect her team with taunts and a barrier, while Tan-2 is a Supportive healer and buffer that can also deal plenty of damage with Sniper shots.
However, as a note, it's highly recommended to pull for Jolder over Tan-2 because there are other Supports like Attal and Umeko who can fill Tan-2's role, while Jolder's only goood replacement is Kabr, who you get for free.

Players who previously played the test versions of Destiny: Rising might've noticed that one of the other Standard Characters, the AoE Void character Maru, is nowhere to be seen.
If you're waiting to reroll for her, it's not recommended to do so since it's not guaranteed she'll be a standard character on release, similar to how she was obtained in the test versions, and she might become limited instead.
