This is a tier list for the best characters to use in the PvP and PvE modes of Destiny: Rising. See which character you should use in PvP and PvE, as well as an explanation for why, here.

The best characters to use in PvP are Gwynn, Jolder, and Ning Fei, because of their abilities and the weapons that they can use. Aside from them, characters like Attal, Wolf, Estela, Tan-2, and Umeko are also strong alternate options.
As a note, if you're accurate with Sniper Rifles, then characters like Umeko and Tan-2 become S-Tier since you should be able to easily take out opponents with high damage headshots.

This is an explanation for the criteria used for character rankings in PvP gamemodes. Depending on new and upcoming content, character rankings can change or shift depending on the criteria listed above.

Gwynn
|
・Has multiple threats from both shotgun blasts and abilities. ・Can be hard to hit with proper Signature 2 use. ・Difficult to deal with because of self sustain and crowd control. |
Jolder
|
・Only 5-Star Defense character at the moment. ・Can hold down points using her Super. ・Becomes very difficult to kill if paired with a skilled Support. |
Ning Fei
|
・Has multiple movement abilities, making him hard to pin down. ・Can prevent healing with Corrupt. ・Can also summon clones, but skilled players can deal with them easily. |
Rossi-11
|
・Has an easier time staying alive thanks to overshields. ・Provides crowd control, which can help the team land headshots. ・Has multiple barriers, but his Super can easily be walked around. |
Gwynn and Ning Fei are two of the best characters to use in PvP because they have strong mobility abilities and Heavy weapons that can decimate enemies. Besides that, Jolder is also a strong option because she is very tanky with overshields and she can use her Super to hold down any point on the map.
Also, as mentioned earlier, if you can consistently land headshots with Sniper Rifles, you should also use Umeko and Tan-2 since you can kill enemies before they fire back, especially with a gun like Izanagi's Burden.
The best characters to use in PvE are Estela, Gwynn, Jolder, Tan-2, and Umeko. However, each mission or scenario will have different modifiers that can restrict who's effective, so make sure that you check first who can deal with the enemies that will be encountered.

Gwynn
|
・Has really strong single-target DPS. ・Has multiple strong weapon options for different playstyles. ・Can be built to improve her abilities, weapons, or both. |
Jolder
|
・Only 5-Star Defense character at the moment. ・Can easily hold down points using her Super. ・Doesn't need a healing support if Rage stacks are managed properly. |
Tan-2
|
・Can swap between dealing damage and supporting. ・Sniper precision shots can deal a ton of damage to bosses. ・Has some overlap with Helhest, but has better healing and buffs at the cost of a smaller range. |
Umeko
|
・Applying her debuff will cause enemies to take more damage from all sources. ・Also has healing to help allies stay alive. ・Not as good at healing compared to other Supports, but her debuff is invaluable. |
Helhest
|
・Provides Heavy Ammo to allies. ・Can flexibly swap between buffing and healing. ・Drones cover a large area, which is beneficial for mobile allies. |
Estela and Gwynn or the best Offense characters in PvE because they have powerful abilites and weapons that can both clear out waves of enemies and decimate bosses.
Aside from them, there are also powerful supportive characters like Jolder, who can use her abilities to tank and gain overshield to keep her team safe, Tan-2 who is the best healer and buffer that can also deal damage, and Umeko, who has a powerful debuff that causes enemies to take more damage.
