Since Finnala is heavily reliant on healing for survival, and there are characters that can apply anti-heal, you'll want to use an Artifact set that applies Damage Reduction to help her stay alive in PvP game modes.

Finnala excels at applying debuffs, like Scorched and Suppression, to enemies in proximity to her. She also has a strong variety of weapons to choose from, but it's recommended to use the best Sword that you have to maximize her potential in melee range.

In PvP, Sworn Oath is her best Primary since it's consistent and doesn't have the initial downside of Sweet Business. As for her Heavy slot, the only good option is Nobunaga, since its Heavy Attack is a dash that can be used to close gaps, and most other Swords have a hard time getting into melee range of good players.
However, as a note, if you're able to stay alive, you can use Sweet Business as your Primary since it's a powerful gun that requires spin-up time first before it reaches max potential.

Unlike PvE, Finnala's weapon choices are a lot more flexible. While you can use any Primary weapon, it's recommended to use Sworn Oath so that you can use Partridge Sky as your Heavy weapon.
However, if you prefer having a more powerful gun over a melee weapon, then consider swapping out Partridge Sky for Sweet Business and using any Mythic Sword instead.

Unlike in PvP, you won't run into any anti-heal in PvE, unless it's stated in the activity details. This means that Finnala can be more flexible with her Artifact set, but it's still recommended to use something defensive since she is a Defense character that draws in enemy aggro.

These are some of the characters that pair well with Finnala in PvE game modes. Although, they may be less effective depending on the mission's scenario, so make sure to check if they'll be a generally good pick first.
