In PvP game modes, you'll always need a good balance of damage output and survivability. However, as a note, you often deal more damage with her weapons rather than her abilities, so it's recommended to use the strongest Shotgun that you can have.

Gwynn's build in PvE is very flexible, since she can use both ability and weapon-focused builds. For newer players, it's recommended to use an ability build one first since it's good against regular and tougher enemies, but if you're experienced, it's recommended to go for a Shotgun build instead since it has higher DPS.

In PvP, either Exotic Shotgun is a good option, but Octant Riot Disperser is recommended since you deal tons of damage with a full volley shot. As for the Sidearms, since we can't use two Exotics, Chushingura is used since it's a powerful and well-balanced weapon.

In PvE, Concerto is the best Primary since its Intrinsic Trait, Cadenza, allows you to fully reload your Shotgun, which normally takes forever. As for Heavy, the Eternal Retribution is used since it can fire off multiple rounds quickly, which means more Void Spirits and higher DPS.

In PvP modes, it's recommended to use an Artifact set that provides a good amount of survivability and Shotgun damage. Since she'll want to teleport in melee range often, you can also use a set that heals her so that she's not fully reliant on teammates for that.
