Multi-Target Moves can either affect or strike multiple Pokemon, which can occur when battling in the Doubles Format. Some moves only hit both opposing Pokemon while some hit all Pokemon on the field, including allies.
Additionally, not all Multi-Target Moves cause physical damage to its tagets. Some of these moves will provide buffs or recovery to multiple Pokemon, depending on which target is selected during battle.
