The best way to get a Starmie is by catching one in the overworlds of the Isle of Armor in Sword and Shield, or in the Wild Zones of Legends Z-A. Specifically, they can be dound at the Fields of Honor and Challenge Beach, as well as Wild Zones 16 and 20.
Alternatively, you can also get a Starmie by using a Water Stone on a Staryu. However, if you're trying to do this in the older generations, Staryu tends to be a version exclusive, like how it's only present in LeafGreen.
