Victory Points is a new currency introduced for Pokemon Champions.

Victory Points, or VP is used for catching, and training Pokemon in Pokemon Champions.

Recruiting Pokemon Costs 1000 VP

Catching Pokemon VP Cost

Recruiting Pokemon permanently costs 1000 VP, which is by far the most expensive purchase you can make in the game.

You can also rent Pokemon instead, allowing you to use a Pokemon for a limited time, but this option is free.

Training Costs Varies

VP Cost for Training

Training Pokemon in Pokemon Champions costs VP, but the cost depends on the type of training.

Modifying more stats and moves will mean more VP cost, up to several hundred at a time.

How to Earn Victory Points

Likely Obtained From Missions

The most likely way to earn Victory Points for free would be through missions, such as Daily Tasks, or Milestone Missions.

While none of this has been confirmed yet, due to the nature of the game as a free mobile and Switch game, this system will likely be implemented for Free-to-play players.

Likely Through In-App Purchases

Alternatively, it is very likely that In-app purchases will be added where you can buy VP in bulk using actual currency.

Do note that since Pokemon Champions is a Free game, earning VP will be relatively slow normally, and spending money on the game will speed up the process.
