Wash Rotom has been a VGC staple for multiple years due to its reliability and staying power. It only has one weakness to Grass and has decently high Def and SpD, allowing it to withstand multiple attacks.
In Singles, Wash Rotom can fulfill both a support and a pivot role, giving it flexibility to be a good fit in most team compositions. Volt Switch remains one of the best moves in the Singles metagame, and Wash Rotom is a great user of this move.

This is the stock standard build for Wash Rotom since its introduction in the VGC format. Maximum investment in HP and SpD allows it to barely survive Solar Beam from Modest Venusaur, which is one of Wash Rotom's biggest counters in the metagame. Will-O-Wisp is used to neutralize physical attackers with the Burn status.

Thunderbolt can be used over Pain Split to retain a higher damage Electric-type attack. |
In Singles, Wash Rotom's role is to use Volt Switch to pivot into favorable matchups for its allies. The defensive EV investment allows it to survive a Fake Out and Double-Edge combo from Mega Kangaskhan, with the remaining EVs placed in SpD to improve its other matchups.
Will-O-Wisp allows it to spread Burn status to enemy Physical attackers, and when paired with the defensive EV investment, allows Wash Rotom to soak up Physical attacks. Pain Split is its only recovery move, thus Leftovers is necessary for sustain.

Grass-type Pokemon are the best checks for Wash Rotom due to Grass being its only weakness. Alternatively, defensive Pokemon can just sit in front of Wash Rotom and soak up damage, forcing it to switch out in order to avoid wasting turns.

Wash Rotom can be used as a pivot Pokemon to use Volt Switch and get Mega Floette in safely against enemy Special attackers, giving it a turn to set up Calm Mind and begin its sweep afterwards.
The rest of the team is built to cover Mega Floette's weaknesses. Will-O-Wisp can burn enemy Physical attackers to help weaken them and allow Mega Floette to survive key Physical attacks.
Intimidate and Parting Shot from Incineroar can serve a similar role as Wash Rotom. Intimidate weakens enemy Physical attackers and Parting Shot is another pivot move that can let Mega Floette enter safely.

Wash Rotom is a versatile plug-and-play option that can fit in almost any team archetype such as Balance, Stall, Trick Room, Sun, Rain, and Sand. In the example above, we included Wash Rotom in a Sun team, to be used as a pivot when switching is necessary.
Rain is one of the biggest counters to Sun, and Wash Rotom can withstand most Water-type attacks and retaliate with a super-effective Thunderbolt. Will-O-Wisp is used to neutralize Physical attackers, specifically those that carry Rock Slide to knock out Mega Charizard Y.
