Jill's particular set of skills make her a flexible combatant and a good Survivor to use to control the Mastermind's actions. Her Passive Skills make her a good combat specialist and her Fever Skill and Personal Skill also make her good at controlling the Mastermind.
Once your Fever Skill is fully charged and you have equipped the Skill Variant Rocket Launcher, you should save it for when the Mastermind uses the Bioweapon. The Rocket Launcher can easily stun any of the moving Bioweapons in order to save your teammates or give your team time to escape the immediate room.
If the Mastermind has used the Bioweapon, try to get the Mastermind's attention and make them chase you around. Bait them into a big room or long hallway and use your Evade to dodge their attacks. If you can successfully do this, you can distract the Bioweapon from your team without making your time suffer from the Bioweapon's attacks.
The recommended skill variants you should equip should rotate around Jill becoming a flexible combatant for the team's benefit.
