You can get this when you open a case on a corpse at the Substation. You need to get this item in order to progress the story of the game.
1 | After reaching the Substation, go down the stairs and reach the end of the alley. |

2 | Pick up the case that is on the corpse. |
3 | Open the case you got from the corpse. |
You can use this to open doors and chests that are locked with a Simple Lock.
