Can Set Up Rain and Retreat Immediately
Pelipper has been a staple in rain teams as it can summon rain with Drizzle and retreat safely with U-turn. Any Pokemon that can take advantage of the rain can switch in afterward.
Damp Rock Unavailable
Unfortunately, Damp Rock is not available on release, but it may be added in future updates. This means Pelipper may need to switch in from time to time to reset rain.

Changing the weather is the best way to counter Pelipper. You can use abilities like Sand Stream, Drought, or Snow Warning to change the weather. For moves, you can use Sunny Day, Sandstorm, or Snowscape to change it as well. |
| Use a Speedy Electric Type | 
You can also go on full offense and target Pelipper’s weakness to Electric. Use an Electric-type with high Speed like Mega Manectric, Jolteon, or Rotom-Wash, as they are fast enough to defeat Pelipper. |

| Change the Weather |
A great way to counter Pelipper or rain teams in general is to switch to a Pokémon with an ability that can change the weather. This effectively removes the rain, shifts the weather to your advantage, and forces Pelipper to keep switching in. |
| Use a Speedy Electric Type |
You can also try defeating Pelipper by outspeeding it with an Electric-type Pokemon. This also allows you to take advantage of the rain, as it boosts the accuracy of Thunder if you're running it. |
Change the Weather
The best way to counter Pelipper and its gimmick is to beat it with its own gimmick. Send a Pokemon that can change the weather to put the opposing team at a disadvantage.

Use a Speedy Electric Type
Pelipper can be easily defeated by targeting its weakness to Electric-types. You do need to outspeed it, so make sure to use a Pokemon that is fast enough to take it down.
