If you didn't pick Chikorita as your starter in Legends Z-A, the best way to get a Meganium will be to then catch a Chikorita in either SV or Z-A. Although, you will need to get the Indigo Disk DLC for SV, and you will need to progress to the post-game to unlock Wild Zone 20 in Z-A.
If you have Legends Z-A and haven't picked your starter, it's recommended to pick Chikorita so you can evolve it into a Meganium. You don't need to worry about the other starters since you will be able to catch them later on in Wild Zone 20.
