Functionally Total Lockdown is S Tier and Del Lassi is B tier. The ability generation of Total Lockdown supersedes any benefits the Del Lassi offers because the highest Endgame content can be completed with Lockdown but not the Lassi.
As much as I do see why you might have put this gun as a B rank for PvE, I think that when paired with Tan-2, the extra solar buff that you can get when you use his abilities and then start firing this has made activities very easy to clear. DEL3 is a good option, but the solar pairing should be considered when you look at this weapon. I have rapid hit and rampage on it and it really does put DEL3 in a very close 2nd place.
