You can get a Red Herb on all the locations of Resident Evil 3 Remake whether you play as Jill or Carlos. The Red Herbs spawn at specific locations in the game and are the same regardless of the difficulty setting.
The Red Herbs are also rarer than the Green Herbs, you will find less Red Herbs in the game than Green Herbs.
The Red Herb does not have any restorative effects. These herbs are mainly used to combine with the Green Herb to increase its healing potency.
