Rosammy's Skill 1 provides its mobile suit with a 51% melee sense increase right from the get-go, which is undoubtedly a nice boost to have as it's a buff that the MS will have all throughout the battle. However, other than that, she doesn't offer much else and is overshadowed by the other pilots in the game.

Rosammy's Skill 2 grants a 22% increase in evasion, but this is only applied when her mobile suit's HP is above 60%. This isn't a great conditional bonus as she's best in a melee mobile suit, and these often take damage first. She'll be quite evasive to start with, but she'll lose all her survivability once attackers can get her lower than 60% of her HP.

Other than the constant melee sense buff Rosammy grants, what makes her good is that there are lots of Red melee Mobile Suits, lots of High Mobility units, and a decent amount of both. This makes Rosammy a pretty good alternative to these suits for when you don't have the MS' signature pilot.
