Royal Contravene can also be obtained from Exotic Weapon Engrams.
If you do not own Royal Contravene yet, there is a higher chance to obtain it from a Random Engram, but using a Choice Engram can guarantee obtaining Royal Contravene instead.
How to Get Exotic and Mythic Engrams
Gauntlet: Blitz Pinnacle Reward
Royal Contravene can be obtained by completing Gauntlet: Blitz on Normal difficulty.
Work together with other players to clear the raid, and obtain rewards by using 20 Pinnacle Energy to unlock the reward chest at the end.

Royal Contravene can be obtained by completing Gauntlet:Onslaught and opening the reward chest at the end with 20 Pinnacle Energy.
Gauntlet:Onslaught rewards can be claimed up to 3x per week, giving you at least three chances per week to obtain Royal Contravene, or a different weapon from the pool.
