Kula location
Talk to Kula		 Go to the base of the Great Deku Tree and find Kula who will ask you to bring a "rod with a power of ice".

The Legend of Zelda Breath of the Wild (BotW) - Ice Wizzrobe
Defeat an Ice Wizzrobe		 Find an Ice Wizzrobe and take its Ice Rod.

A sure location where you can find an Ice Wizzrobe is Southeast of the Foothill Stable, there should be one in the wooden ruins. You can one-shot this enemy by hitting it with a Fire Arrow.
3 Return to Kula Show the Ice Rod to Kula to receive a Silver Rupee.
Bring a Blizzard Rod
(Optional)		 Optional: Show a Blizzard Rod obtained from Blizzrobes instead to receive a Gold Rupee.

Showing an Ice Rod to Kula will reward you with a Silver Rupee. If you put an extra effort by showing a Blizzard Rod, you'll receive a Gold Rupee instead.
