Kactuar has three moves which can counter Zack's attacks. These moves are Mystery Kick, Flee, and 1000 Needles.
Be sure to watch out for 1000 Needles as it deals a massive ammount of damage.
The best Materia to use against Kactuar is Costly Punch, as its damage scales with the Kactuar's massive HP.
