With the Sheikah Sensor turned on, we found 14 Cool Safflinas around the area.

You can also farm Electric Safflinas at the Gerudo Great Skeleton. Travel to the Hawa Koth Shrine and collect the Safflinas around the Great Fairy Fountain.
