This Cold Whirlwind Tempest build focuses on gaining consistent Rage stacks while channeling Whirlwind with the help of Storm's energy regeneration passive. Pair this with Storm Nimbus and Battle Awareness sustain abilities and this build can easily clear most of the content you can encounter in the game.
Do note that this build is made until Level 22 so you can achieve max Divinity for both classes once you complete all the quests. Any additional points after that level can be slotted into maxing out Whirlwind or more passive modifiers.

The stats shown above is a sample build of what you want to go for when building your character.
Your equipment mainly consist of Health and Elemental Resistances for survivability, paired with Cold Damage, Strike Damage, and Attack Speed to maximize your damage output with Whirlwind. Alternatively, the Hippokampos Scapula is also a great unique weapon for this build as it provides Weapon Cold Damage, Movement Speed, and Energy Regeneration.
Make sure to always pick up and equip higher level equipment as you progress so you can benefit from the increased base stats they provide.

As for your abilities, your main skill will be Sweeping Strike paired with a Whirlwind modifier to enable you to keep spinning while also draining your energy while active. As soon as you have your main skill, get Arcane Influx immediately and slot in the Reservation and Energy Regeneration feats to help you sustain your energy while using Whirlwind.
The rest of your abilities will focus on enhancing Whirlwind with more damage, survivability and additional effects to optimize the build. For your Sustain abilities, Storm Nimbus will convert your Whirlwind damage to Cold, while Battlefield Awareness will provide you with additional armor and barrier regeneration.
Do note that Enhanced Regeneration can be swapped with Vitality Drain for lifesteal and more Vitality Damage. Additionally, if you have extra skill points, we recommend slotting in Ramp Up on your Whirlwind to greatly increase its damage and AoE.

For your Divinity, make sure to unlock Tier 2 of Storm first so you can get Storm Nimbus early and start dealing cold damage. Once you have that, you can start focusing on Warfare to get Battlefield Awareness and the other passives you need.

Your Attributes mainly consist of Might to help increase your Cold and Strike Damage while also enabling you to equip Heavy Armor. Vigor will further increase health and boost your secondary stats to also help you meet the stat requirements for certain equipment.
Keep in mind that as you progress, you should increase your attributes at a 2:1 ratio where every 2 Might should add in 1 Vigor.
The Cold Whirlwind Tempest build revolves around constantly using Whirlwind to clear mobs and proc Rage stacks without any damage cutoffs. The rotation is as follows:
