The Cyclone Earthquake Elementalist build is a double-mastery build for Level 22 focusing on Cyclone's ability to buffet enemies with area damage and applying Freeze to them and Earthquake's excellent close-range area damage, paired with Magma Shell and Storm Nimbus to buff damage and health.
This build requires late-game investments for it to fully work and may not be suitable for players who are in the early-game. Note that while the build is super effective against mobs, it has slow attack speeds against single-target enemies meaning Bosses will be harder to take down with this build and will rely on your tankiness primarily to whittle them down.

The stats shown above is a general reference of what you want to go for when building your character.
Preferably, you want to invest in Might to upgrade Earthquake while also upgrading your casted spells with Increased Knowledge, Cast Speed, Cold Damage, Spell Damage and Ailment Chance affixes which will boost Cyclone's freeze and damage effects.
You are also advised to stack up on Elemental Resistances, and Health for secondary stat priorities as you will need to be tanky when casting Earthquake.
Note: These stats are randomly-generated, so you can keep farming for weapons to build your character properly.

For this build, we recommend a dual weapon setup consisting of Shadowsting to boost Ailment Chance and Health while also upgrading Earthquake's Overwhelm modifier.
Pair this with Moon Disc, a shield that enhances Cast Speed and Cooldown to allow you to even deal more damage while increasing your base stats even more.

The core of this build focuses on making Cyclone and Earthquake viable lategame investments by focusing on their specialties, that is, Cyclone being able to pelt enemies with damage-over-time, buffeting enemies with Cold Damage and killing shields and Earthquake's excellent close-range damage especially against mobs.
To aid this, invest in passives that increase health or barrier to tank damage such as Magma Shell, paired with damage-focused passives such as Earth Wielder and Grand Magic with Critical Chance and Attack increases. Invest in improving the Freeze effect of Cyclone too with Storm Affliction and Raging Mind.
Finally, to aid in Energy Regeneration, pick Arcane Abundance with the Energy and Regen modifiers to offset the heavy energy cost of Earthquake.

Prioritize allocating points with Earth first in this build to gain access to Earthquake as you will be using this as your primary skill to deal damage and it needs to be supported by Earth skills. Invest in Storm afterwards to support your main Earthquake skill.

Prioritize getting Might first over other skills to improve your damage from Earth skills. Unique to this build is the secondary priority on Knowledge due to investing for Cyclone's Cold pelting damage.
You can throw on Vigor as a tertiary to increase your survivability. We recommend a 1:2 ratio for the main stats in this build with 1 Knowledge for every 2 Might being a good balance.
The Cyclone Earthquake Elementalist build is relatively simple, requiring you to keep Storm Nimbus on and casting at least 2-3 Cyclones on targets. This will pelt enemies and force them to come to you, which is when you activate Earthquake and wait for the full level charge before unleashing it.
Use Barrier from time-to-time or use Energy and Health potions when necessary. The rotation is as follows:
