Asura can be obtained by fusing the demons listed above. Note that you cannot obtain Asura if your level is lower than its base level.
You can also obtain Asura if you fuse a demon of the Pyro order with a corresponding Element Order demon.

Complete Case #44 A Transcendent God to Unlock Asura
In order to fuse Asura, you first need to complete the Case File A Transcendent God. Fusing the demons listed above while not completing this quest will result in a demon of the same Order but a lower rank.
