Unfortunately, there's no option to respec Raidou's stats. Whenever you level up, make sure that you carefully select which stats you increase since the choice is permanent.

Can Max Out All Stats With Incense

As a note, it's possible to max out all of Raidou's stats at 40 with the use of Incense. Once you're able to farm these, you will no longer need to worry about increasing the wrong stats since they'll all be maxed anyways.

Raidou
Once you've beaten the game and started a New Game Plus save file, Raidou's stats and level will be reset. This lets you start from scratch, allowing you to redo your stat distribution.
