Belial can be obtained by fusing the demons listed above. Note that you cannot obtain Belial if your level is lower than its base level.
You can also obtain Belial if you fuse a demon of the Pyro order with a corresponding Element Order demon.

Legion Can Only be Obtained via Fusion Accident
Legion can only be obtained via Fusion and cannot be captured in the overworld. Fuse during a Full Moon to increase the chance of Fusion Accidents happening.
