To navigate this puzzle, you will need to send a demon out on a solo investigation to properly position the platforms for Raidou.
Upper Floor Guide

Like the last floor, you will need a demon on a solo investigation to position the platforms. Don't worry about the part where you have to go down and up since you'll be brought down to the end of the middle floor.
Where is Waden One?
Regular and Dark Sakuradayama
You can find Waden One at Sakuradayama, with the platform puzzle occuring in the Dark Sakuradayama version of the tower. You will have to come here as part of the story, specifically Episode 8 of the main questline.
