Nebiros can be obtained by fusing the demons listed above. Note that you cannot obtain Nebiros if your level is lower than its base level.
You can also obtain Nebiros if you fuse a demon of the Pagan order with a corresponding Element Order demon.
Demon Fusion Guide: How to Fuse Demons
Complete Episode 5 to Unlock Nebiros
In order to fuse Nebiros, you first need to complete the Main Story Episode 5, Confrontation. Fusing the demons listed above while not completing this quest will result in a demon of the same Order but a lower rank.
