Blackout Crisis is located at Florawish, in the region of Heartcraft Kingdom. You can find the start to this quest just south of Daisy Inn.

Blackout Crisis Walkthrough

Repair the Circuit Breaker

Repair the Circuit Breaker
Equip the Electrician outfit and interact with the circuit breaker on the side of the house.

Fully Charged Outfit and Evolutions

Solve the Repair Minigame

Rotate the black squares so that the wires connect and light up both circles on the panel.

Speak with the House Owner

Talk Through the Window
After restoring power, talk to the owner of the house through the nearby window.

Collect Aromalilies and Pearly Shells

Collect Aromalily
Head to the coast south of Laymona's house. You can collect Aromalilies from the large lily pads in the water while pearly shells are found scattered across the shoreline.

Return to Laymona's House

Talk to Laymona
Go back to the house and speak with Laymona through the window again.

Talk to Laymona at the Entrance

Laymona at House Entrance
Head over to the house's entrance and speak with Laymona face-to-face to complete the quest.
