You can find Shirtcats inside the ruins of the Quuen's Tower, just beside the Queen's Palace Ruins High Tower Warp Point in Breezy Meadow.

Can Be Farmed in Dig, Pear-Pal

Shirtcat Fluff can be requested and collected in Dig, Pear-Pal, which is the game's passive material farming feature.
