Floral Fleece is mainly obtained from grooming Florasheep in the overworld. Once you get the Bye-Bye Dust Ability Outfit, you'll be able to sneak up behind creatures, groom them, and get a material.

Materials respawn at 4 AM during each daily reset, so you can get this material every day.

Floral Fleece

Florasheep are only found in the Abandoned District and Stoneville and one can be found in the flower fields north of the Flamecrest Stonetree Warp Spire in Stoneville.
