To get the Stardust used for the Star Sigil, you'll need to head to the leftmost area of the Exterior part of Weeping Isle. If you're here during the story, it's recommended to pass by here first before going to the end of the dungeon, since you'll be teleported out and you'll have to walk all the way back here later.
Craft in the Faerie Village
Once you've obtained the Stardust, you can talk to Craft-Master in the top-right house of the Faerie Village to get the Star Sigil. If she won't accept items to craft the sigil, you may need to progress the story first.
