Register the Whistle to Commands
It is recommended that you set the Whistle to one of the Short-cut Commands so that you can encounter enemies faster when exploring the areas in the world map.

Galen's Grave holds the location for the Whistle Scroll, but you will need to have the Thief's Key in order to access the room where the scroll resides. Be sure to first acquire the key so you can go inside the room.

Set the Battle Speed to Super Fast
It is also best to set your Battle Speed to Ultra Fast so that you'll breeze through battles quickly and optimize your EXP farming to its utmost.
Set the Difficulty to Dracky Quest
It may be an unconventional method, but setting the game to Dracky Quest can help speed things up when leveling up, given that the difficulty enhances your damage output and prevents you from dying needlessly in battles.

Metal Slimes provide a massive amount of EXP when defeated, so it is best to roam around areas where they reside and defeat them to optimize your EXP farming.
Additionally, the new features added in the remake can provide new skills that can help you deal with multiple enemies per encounter.

Alternatively, you can also fight the highest level enemies you can encounter if you don't want to farm Metal Slimes. However, it's still recommended to farm Metal and Liquid Metal Slimes if you can, since they grant a ton of EXP.

The best areas to farm EXP during the early stages of the game are somewhere around Tantegel Castle. Simply return to the Inn inside Tantegel Castle when you run low on HP.

When reaching the mid game portion of the game, it is recommended to farm EXP in the Citadel of the Monarch of Medals located just south of Damdara. Metal Slimes can be found in this area, so you can level up more efficiently.

The Western Isle Exterior provides a lot of enemies for you to battle so that you can earn substantial EXP, with Metal Slimes residing in the area alongside Gold Golems that drop a lot of gold.

The Medal Monarch Citadel is a great place to level to 30 right after you get the magic key. Get the Swallowtail boomerang so that you can hit all enemies with 1 attack. Also, Equip the Pirate King's pendant you get from the Monarch for 20 medals. The metal slimes can drop Seeds of Agility, and every percentage point you can get helps. You'll be level 30 with a 200 Agility before you know it.
