The best way to farm arrows is by defeating the Red Lynel located in the Lanayru Region. You may remember this particular Lynel from the Zora Domain quests.
You can get there easily by warping to the Mah Eliya Shrine and following the path to the top of the Mountain.
Unlike other Lynels that slowly get replaced by tougher versions as you progress through the game, this particular Lynel remains a Red Lynel until the end of the game. As such, it may be easier to beat than the Silver Lynels you have already faced elswhere.
Defeating this Lynel always drops 20 Shock Arrows, as well as an assortment of Lynel Weapons and monster parts.
Another reliable way to farm Shock Arrows is by simply buying them from Fyson at Tarrey Town.
This requires finishing the quest From the Ground UP until the fourth quest that takes you to Rito Village. Once finished, Fyson will start selling Shock Arrows in bundles of ten for 140 Rupees.
This particular Lynel uses Shock Arrows when Link moves too far away from it. If you get hit by a shock arrow, Link will drop his held weapon and shield. As such, you want to stay as close as possible to the Lynel and strike it with your strongest weapons!
Link can mount Lynels if they get stunned or if he approachs it from the back without being noticed. You can then mash the A Button to strike it repeatedly. Before mounting a Lynel, equip your strongest weapon so you can deal a lot of damage using the attack.
To get the most out of the Red Lynel in Ploymus Mountain, you want to trigger the Blood Moon as much as possible. Although it may seem random, the chance of the Blood Moon happening increases the more enemies Link defeats.
The event essentially replenishes the enemies Link can encounter throughout Hyrule. Once you defeat the Lynel at Ploymus Mountain, look for more enemies to defeat throughout the overland to trigger another Blood Moon to revive it.
Silver monsters are tougher than their regular counterparts, but drop rare gemstones such as Rubies, Sapphires, and Diamonds. Gold Monsters also drop rare materials but are only available when playing Master Mode Difficulty.
Selling drops from these monsters is a great way to earn enough rupees to buy Shock Arrows from Fyson.
Early Game Rupee Farming Guide: Silver and Gold Monsters
Farosh is one of the three dragons you'll see flying around Hyrule and is also the easiest one to encounter.
All of its dragon parts sell for a good price. Farosh's Scale sells for 150 Rupees, while the Shard of Farosh's Fang and the Shard of Farosh's Horn sells for 250 and 300 Rupees respectively.
Selling drops from the great dragon is a great way to earn enough rupees to buy Shock Arrows from Fyson.
