The Mighty Zonaite weapons are the strongest weapons in the game, with a base power of 23 for all weapon types. However, these are very hard to come by.
These Mighty Zonaite weapons can be obtained as a reward from Lenalia's Sketch quests in the post-game.

The Elite Guard weapons have a base power of 22, which can be further increased by enhancing them at the Weapons Research Base.
Elite Guard weapons can be obtained from Lenalia's Sketch quests in the post-game and have a random but small chance of being rewarded at the end of a battle.
Forest Dweller's Blade

The Forest Dweller's Blade is another weapon with a base power of 22. This is the only weapon from the Forest Dweller's set that does not have a base power of 14.
This weapon can be obtained from one of Calamo's Aside Quests.

The region-specific non-unique weapons are also some of the best weapons you can get in the game, with a base power of 21 for each of them.
These weapons are a little more common compared to the other high-powered weapons, and they can be easily obtained from Aside Quests as well as the post-game Lenalia's Sketches.

The Gnarled weapons each have a base power of 20, making them the fourth strongest weapon group in the game. These are primarily obtained through Aside Quests, but they also have a random chance of being rewarded at the end of battles.

There are five one-handed weapons that stand out from the rest. The Forest Dweller's Blade and Gnarled Wooden Stick can be obtained as rewards from Aside Quests. The Mighty Zonaite Sword and Elite Guard's Sword are obtained from the post-game Lenalia's Sketches. The Moonlight Scimitar can be obtained from both. Although, all of these weapons also have a random chance of being rewarded in battles.
Oddly, the Forest Dweller's Blade is the only weapon from the Forest Dweller series that has a high base power. Other Forest Dweller weapons have a base power of 14.

These one-handed weapons can be equipped onto the Knight Construct, Typhan, Vence, Lago, and Sholani.
Although Zelda, Mineru, Calamo, and Ardi also wield one-handed weapons, they can only use their unique weapons and cannot change their equipped weapon.

Agraston is another character that uses a two-handed weapon. However, he cannot change weapons and is stuck using his Boulder Breaker.

Similar to the two-handed weapons, there are also four spears with a base power of 20 or above. Other than the Gnarled Long Stick, all of them can be obtained from Lenalia's Sketch quests.
The Gnarled Long Stick can be obtained from Braton's Aside Quest. However, all of these weapons also have a chance to be a random weapon reward from battles.
