One way to get Vegetables and Herbs is to head into Battlefields in search of chests and destructible objects. These will often drop materials that you need, like Vegetables and Herbs.
Additionally, you can see if a battlefield has any types of Vegetables and Herbs by looking at the Battlefield-Specific material list.

Progressing through the story or completing quests can reward players with materials. Doing uncompleted challenges for the first time will let you receive a first-time clear reward, which includes a number of items such as Vegetables and Herbs.
