The best characters in Hyrule Warriors: Age of Imprisonment are Qia, Rauru, and a One-Hand Weapon-wielding Mysterious Construct.
Their wide-range combos, high mobility, and ease of use makes clearing stages a lot easier when compared to the rest of the playable characters.

|
Great base movement speed, easily one of the fastest especially with Camp bonuses.
Combos can easily clear out mobs. Using Hydrant + Freeze Emitter between combos can render enemies and even bosses immobile until they're smashed or beaten. |
Rauru
|
YX combo allows for clearing of mobs and moving at a good distance by just executing the combo.
Strong Attack has good range and will only require you to press X repeatedly. |
Mysterious Construct (One-Handed)
|
Integrated Zonai Device combos occupies a wide range that can wipe out mobs instantly.
Seamless usage of Zonai Devices can easily smash foes and pull off elemental chains. You'll be right at home if you used Link a lot in Age of Calamity. |
Ardi
|
Best Gerudo character; agile, no fuss, and can unleash Lightning-based attacks without a problem.
Having the Unique Skills, Electric Rush and Conductive Impact takes her effectivity against mobs up a notch. |
The S-Tier characters are the best of the best in terms of combos, mobility, and ease of use. They are at the top of their game and are must-haves when selecting a lineup before combat.

Calamo
|
Can dish out elemental attacks with little to no setup.
Great against enemies with elemental weaknesses. Good base movement speed. |
Mysterious Construct (Spear)
|
Combos are more forward-facing than trying to take on a wide range.
Seamless usage of Zonai Devices can easily smash foes and pull off elemental chains. |
A-Tiers are great characters to have in your team as they excel in certain use cases like dealing with mobs and targeting enemy weaknesses with minimal setup.

Agraston

His Strong Attack allows for quick traversal while knocking down enemies.

|
Good movement speed.
Combos often lead to wide-range AoE attacks. Certain Unique Skills require aiming, which isn't bad, but could lead you to miss if not aimed right. |
Pinnec
|
Good alternative to Rauru. Normal Attacks have a wide attack range and has good movement and attack speed. |
Sholani
|
Her combos has a slight learning curve as it requires you to determine your distance against enemies, but will pay off once mastered. |
Mysterious Construct (Two-Handed)
|
Still makes use of the Zonai Device perks tied to the character, but its mobility is lost due to the weight of its attacks relative to the other types. |
Mineru
|
Has great crowd-clearing combos that can also provide some mobility.
Seamless usage of Zonai Devices can easily smash foes and pull off elemental chains. |
Cadlan
|
Though agile, his forward-facing combos leave much to be desired. |
B-Tier characters are good to have but often have caveats like lower mobility relative to the higher-tiered characters, or have limited area range when it comes to executing combos.

Typhan
|
Good parallel between the Mysterious Construct, but once the two parties' paths meet, he can be benched. |
Braton
|
Outclassed by both Agraston and Pastos, and could leave yourself vulnerable to attacks if used incorrectly. |
C-Tier characters are those that were probably useful while the higher-tiered characters weren't around just yet. They can still get the job done, but will require some extra effort to get them close to the level of those ranked above them.

I think it's worth noting that Mineru's Freeze + Time Bomb combo is pretty free. Just C2 then C3 to clear weak point gauges. It does take some dexterity to pull off but it frees her up for Unique skills, especially since her Infinite Zonai Battery isn't really useful. I'd have bumped her up a tier. Also Calamo has an extremely useful C1, generating a gust of wind for free on command is so useful for elemental upgrades.
