Talk to Shamae		 Talk to Shamae, who has a dream, near the barrels at Woodland Stable.

Attaching balloonsEnlarge
Attach balloons to a barrel		 Obtain Octo Balloons from Octoroks for this quest.

Hold 2 Octo Balloons and drop them beside one of the barrels.

Let the barrel float and Shamae will give you a Star Fragment as thanks.

Shamae will give you a Star Fragment after you successfully attach 2 Octo Balloons to a barrel.

I dropped 2 balloons and they attached to 2 different barrels. It still worked.
