The best place to farm Warm Safflinas is on the Gerudo Dessert. Use the Daqo Chisay Shrine as your starting point and rent a Sand Seal to explore the area.
The unnamed ruins north of Gerudo Town contains plenty of Warm Safflinas to collect. The plants can be found inside the ruins and the surrounding area.
Watch out for the Fire-Breath Lizalfos and Electric Lizalfos that patrol the ruins.
The Great Cliffs is located northwest from the unnamed ruins near Gerudo Town. This area also contains several Warm Safflinas and some Electric Safflinas to collect.
You can warp to the Dako Tah Shrine and drop down from the cliff and collect the plants. If you haven't unlocked the shrine yet, you can warp to the Gerudo Tower and glide southeast from the tower.
Near the base of the statues in the East Gerudo Ruins are some Warm Safflinas, Electric Safflinas, and Spicy Peppers that you can pick up and collect.
To get to this area, warp to the Korshu O'hu Shrine. If you haven't uncovered the shrine yet, you can warp to the Wasteland Tower and glide south from the tower.
