Obtained From the Upper Level of Waden One

The Hunger Scale can be acquired from a breakable object located on the upper level of Waden One. This area is considered a dungeon, and it is also unique as the surface moves around.

Waden One can be encountered once the player reaches Episode 8 of the main storyline.
