Kudan can be obtained by fusing the demons listed above. Note that you cannot obtain Kudan if your level is lower than its base level.
You can also obtain Kudan if you fuse a demon of the Skill order with a corresponding Element Order demon.

Complete Case #29 Enter Kudan to Unlock Kudan
In order to fuse Kudan, you first need to complete the Case File Enter Kudan. Fusing the demons listed above while not completing this quest will result in a demon of the same Order but a lower rank.

Kudan Can Only be Obtained via Fusion
Kudan can only be obtained via Fusion and cannot be captured in the overworld. Make sure you have its corresponding fusion materials in your party or Demon List to obtain this demon.
