Omitsunu can be obtained by fusing the demons listed above. Note that you cannot obtain Omitsunu if your level is lower than its base level.
You can also obtain Omitsunu if you fuse a demon of the Volt order with a corresponding Element Order demon.

Complete Episode 9 to Unlock Omitsunu
In order to fuse Omitsunu, you first need to complete the Main Story Episode 9, The Two Summoners. Fusing the demons listed above while not completing this quest will result in a demon of the same Order but a lower rank.
