Raiho can be obtained by fusing the demons listed above. Note that you cannot obtain Raiho if your level is lower than its base level.
You can also obtain Raiho if you fuse a demon of the Frost order with a corresponding Element Order demon.

Complete Case #45 A New Hero Emerges? in NG+ to Unlock Raiho
In order to fuse Raiho, you first need to complete the Case File A New Hero Emerges? in New Game Plus file. Fusing the demons listed above while not completing this quest will result in a demon of the same Order but a lower rank.

Raiho Can Only be Obtained via Fusion
Raiho can only be obtained via Fusion and cannot be captured in the overworld. Make sure you have its corresponding fusion materials in your party or Demon List to obtain this demon.
